The Volkswagen Passat B1 Variant was produced from 1973 to 1980 in Germany. The Variant version had a large trunk, reliable mechanics, and economical operation, making it a practical car for a wide range of uses, especially as police vehicles. The Passat B1 was mostly used for patrols, traffic checks, or administrative tasks. The large trunk was used by the police for transporting radars, portable beacons, traffic cones, or recording devices. Inside, a radio transceiver was installed for communication. Since many Passats were in use in the 1970s, they were also used as unmarked covert vehicles due to their discreet appearance.

Some vehicles were also used in Austria, the Netherlands, and Sweden, where Passats had blue and white color combinations. Even though the Passat B1 Variant was not factory-produced as a special police model, it started a long tradition of Passat use by police not only in Germany. Later models were produced directly in police configuration.
